Chief Operating Officer

Tom joined WIN in 2005 as Chief Operating Officer after over twenty years as a managed healthcare executive. Prior to WIN, Tom was the founding President and COO of Horizon Healthcare of NY, Inc. from 1998 to 2005, establishing a regional presence as a subsidiary of Horizon Blue Cross Blue Shield of NJ. As a new start, Tom managed the growth and performance of the company to over $170 million in annual revenues, cited by Craine’s NY Business in 2003 as the fastest-growing health insurer in NY City. Preceding Horizon, from 1993 to 1998 Tom was a Vice President of Empire Blue Cross Blue Shield, managing accounts representing nearly $2 billion in revenues, including the City and State of New York, as well as ancillary areas such as Pharmacy, Medicaid, Behavioral Health, and Ancillary Contracting. He also served as Regional Vice President of a behavioral health specialty firm, and held executive positions with Kaiser Foundation Healthplans in Colorado and the Northeast. Earlier in his career he managed national research and demonstration projects for the Group Health Association of America, the trade association for the fast-growing HMO industry.

Tom holds a BA from the University of Maryland, a MS from the University of Wisconsin, and completed an executive program at Stanford University School of Business. Tom lives in Manhattan with his wife and has two grown sons.

Director, Provider Affairs and Client Services

Donna is a seasoned healthcare administrator who joined WIN in 2000 with responsibilities for contract implementation, network development and provider relations. As Director of Operations, her responsibilities have broadened and now include oversight of the customer service department, member eligibility, enrollment, benefit design and is the primary point of contact for our participating health plans.

With over twenty years experience, Donna has experience in hospital administration, full risk physician associations and healthplans. She comes to WIN from Horizon Blue Cross Blue Shield of New Jersey where she was Director of Single Specialty Networks. Prior to her role at Horizon, she was with Wayne General Hospital for over ten years and Heritage Medical Group for approximately five years.

Lisa is a seasoned Registered Nurse who joined WIN in 2004 as part of our Medical Management Team. As Director of Care Management, her responsibilities have broadened and now include oversight of the Care Management Staff, UM Committee Agenda, and Non-approval/Appeals process. In addition, Lisa assists our Integration Team with issues related to Clinical Services.

With over twenty years of nursing experience, Lisa has a broad range of clinical experience in Nursing Management, Infertility, OB/Gyn (including home health for High Risk OB patients). She comes to WIN from Montefiore Medical Center where she was the Nursing Administrator for the Infertility/REI department. Prior to her role at Montefiore, she was with Matria Home Health, and Northwest Texas Hospital for over ten years in the Womens Health Care clinical setting.

Donna joined WIN in 2005 and provides the full range of Human Resources service from strategic consulting to administrative oversight. Donna brings a wealth of HR expertise to WIN with over 14 years generalist human resources experience, most in the pharmaceutical industry. Prior to joining WIN, Donna consulted with the Juvenile Diabetes Research Foundation as their Interim National Manager, Compensation & Benefits. Before moving to New York, Donna was with Ceridian Employer Services where she provided consulting and implementation services for Human Resources Information Systems. Prior to that, she spent six years in Princeton, NJ as Senior Manager, Human Resources with Bracco Diagnostics Inc., a former Bristol Myers-Squibb company. There she was responsible for the start-up and ongoing management of a new Human Resources department. Donna’s Human Resources career began at McNeil Consumer Products, a Johnson & Johnson Company where she spent six years at their suburban Philadelphia headquarters.

Donna earned her Bachelors of Science degree in Psychology from Gwynedd-Mercy College in Pennsylvania.
